when is a pe stamp required for projects?
my question is "when is a pe stamp required?" i deal with department of state, "k" rated bollards, which means that bollards are tested (
ahh, a constitutional question...
in the u.s., new construction is governed by individual states, not the feds (as far as i know). so, i think you would need a pe stamp for each installation.
but i am not an attorney, and i don't claim to know every state's rules.

i've done work with the corps of engineers in the past. i have an ok license and was able to put my seal and signature on out of state corps work... colorado, louisiana, mississippi, texas... without being licensed in those states. the states told me at the time, that since it was federal government work on federal government property, my ok license was acceptable for those projects. the last time i did a corps project was 3 years ago in mississippi. the others were prior to that, so don't know if the same rules still apply.
it seems to me that if an engineer is drawing a drawing showing where bollards ought to go, and what kind they are, that could fall under the definition of engineering and would then require a pe stamp if not exempt for one reason or another. but if you have some rule that says "all gas meters must have type x bollards" and you go put a type x bollard by your gas meter, that's not engineering.
if the property is owned by the united states, the local state does not have authority to enforce its laws. similarly, a local jurisidction cannot impose its local (like zoning) laws onto united states or state owned properties. i think the legal concept is the child cannot govern the parent -- a city is granted its powers by the state, the state by the feds.
