are you getting some type of security warning when you first open the chm file on your machine?

i had a similar problem with reading .chm file
it came from installing windows security update kb896358 on xp
the problem went away for me, after i checked the box indicating that this check should not be performed for chm files (this option was on the security alert box that came up when i tried to open dwgdirect.chm).

but i haved the same pb with dwgdirect.chm 13.0.

if anyone continues to have this problem, please send mail to requesting ftp access to this file (it seems to work fine if you download the file via ftp).

i run win xp sp2 and had the same problem. then i looked at the file properties of dwgdirect.chm and found some new security thing - "this file came from another computer and is blocked to protect your computer" (or something similar - i run swedish xp). then i pressed the "unblock-button" and everything worked ok.
